Bruce looks a little airy because he got hit with a gas that makes people feel drunk. He's leaning on Dick and Jason so that he doesn't fall over. The picture is Alfred's doing.

Also, Bruce has blue eyes because that seems to be his "traditional" eye color... It gets confusing with him and Supes, because in one portrayal, they'll have one eye color, and then in the next, they'll have a different one. I just go with blue because I like it better, and it's easier to see his eyes like this.
